Job Description
Positions Available:
- One per County (Baringo County)
- One per Constituency (in constituencies with by-elections)
- Two per County Assembly Ward (in CAWs with by-elections)
Reporting to: County Elections Manager / Constituency Returning Officer
Duties and Responsibilities
The County/Constituency Voter Educator will be responsible for:
- Assisting in the recruitment and training of Ward-Based Voter Educators.
- Supervising Constituency and Ward-Based Voter Educators.
- Receiving and distributing voter education, information, communication, and publicity materials.
- Mapping and engaging state and non-state partner organizations such as media houses, civil society organizations, community-based organizations, religious institutions, government ministries, and community influencers.
- Identifying and engaging public benefit organizations that serve marginalized groups, including women, youth, persons with disabilities, the elderly, and ethnic minorities.
- Conducting voter education through face-to-face meetings, mainstream media, and social media platforms.
- Representing the Returning Officer in forums and meetings organized by partners.
- Developing work plans and performance agreements with Ward-Based Voter Educators.
- Holding review meetings with Ward-Based Voter Educators and addressing concerns raised by the public.
- Assisting the Returning Officer in conducting briefing sessions for accredited voter education providers, election observers, and media practitioners.
- Receiving, consolidating, and addressing election-related concerns raised by the public.
- Compiling voter education, partnerships, communications, and stakeholder engagement reports in collaboration with Ward-Based Voter Educators for submission to the Returning Officer.
- Submitting final County/Constituency reports to the Returning Officer upon completion of the voter education exercise.
- Performing any other duties as may be assigned by the Returning Officer.
Requirements and Qualifications
Applicants must:
- Be residents of the County/Constituency/Ward where the by-election is taking place.
- Be fluent in the main language of communication used by residents in the electoral unit.
- Hold a diploma or higher qualification in a relevant field such as Social Sciences or Project Management.
- Have a minimum of 3 years’ experience in voter education, community mobilization, or social work within the respective electoral unit.
- Be mature, respectable, and strictly non-partisan, with a sound understanding of civil society organizations, local geography, and the socio-cultural, economic, and political dynamics of the electoral area.
- Provide proof of successfully conducting voter education activities or informal training in collaboration with social networks in the electoral unit.
- Demonstrate interest in electoral processes.
- Show commitment to the values of patriotism, nation-building, good governance, democracy, human rights, and gender equity.
- Not be engaged in any other employment during the contract period and commit to work exclusively for IEBC under the stipulated terms.
- Possess working knowledge of computers, social media, and digital platforms.
- Have proven report-writing skills.
