Job Description

Duties and Responsibilities

The Presiding Officer (PO) shall carry out the following duties. The Deputy Presiding Officer (DPO) will assist and deputize the PO in the execution of these responsibilities:

  • Take overall charge of the polling station.
  • Demarcate and set up the polling station.
  • Ensure the safety and proper use of the KIEMS kit.
  • Confirm that the KIEMS kit and power bank are fully charged and all components are available before leaving for the polling station.
  • Supervise polling activities at the polling station.
  • Distribute election materials to clerks.
  • Officially declare the start of polling.
  • Run the network connectivity tool on the KIEMS kit at 5:30 a.m.
  • Open and close the voting period on the KIEMS kit.
  • Maintain law and order at the polling station.
  • Ensure a smooth flow of voters in the queue.
  • Ensure that all election results and logs are transmitted electronically from the polling station to the tallying centers.
  • Display the tabulated results to agents before transmission.
  • Supervise all election officials within the polling station.
  • Provide regular updates and communication to the Constituency Returning Officer (CRO).
  • Post a copy of the election results at the polling station.
  • Deliver results to the Constituency Returning Officer.
  • Oversee security at the polling station.
  • Ensure safe retrieval and return of election materials to the Returning Officer.


Job Requirements

To be eligible for appointment, applicants must:

  • Be a Kenyan citizen of high integrity and strictly non-partisan.
  • Hold a diploma or degree certificate from a recognized institution.
  • Be computer literate.
  • Possess effective communication skills.
  • Demonstrate good report-writing ability.
  • Be capable of managing people, sensitive data, and materials.
  • Have skills in data computation.
  • Be available for the entire period of the electoral exercise.
  • Be a resident of the constituency/ward in which they apply.


Wages

  • Presiding Officers: Kshs. 2,000 per day.
  • Deputy Presiding Officers: Kshs. 1,800 per day.
